The USDA Rural Development Policy Public Service and Leadership Development Program provides substantive and direct training and experience to cohorts of attorneys for the purpose of improving the coordination and effectiveness of Federal programs, services, and actions affecting rural areas, specific to rural development policy. Fellows are embedded at the U.S. Department of Agriculture to work one-on-one with USDA legal staff for a two-year developmental period. Fellows may also attend professional conferences and training within the field.

Use of Funds

Allowed Uses

Assistance may be used to support the participating fellows (i.e. travel and subsistence expenses), related supplies and materials, reasonable host institution costs, costs associated with training, and related travel.

Restrictions

Generally funds may not be used in any manner that is prohibited by applicable USDA policy or regulations. Agreements funds and other support may not be used for matching contributions for other federal grants or cooperative agreements, lobbying, or intervention in federal regulatory or adjudicatory proceedings. Federal employees are prohibited from acting as an agent of the applicant in any capacity (paid or unpaid) on any proposal submitted under this program. Federal funds may not be used to sue the Federal Government or any other government entity.
