Program Objective
To assess progress in implementing the Individuals with Disabilities Education Act, including State and local efforts to provide (1) Free appropriate public education to children with disabilities; and (2) early intervention services to infants and toddlers with disabilities who would be at risk of having substantial developmental delays if early intervention services were not provided.

Applicants that have the ability and capacity to conduct scientifically valid evaluations are eligible to apply. Eligible applicants include, but are not limited to, non-profit and for-profit organizations.

How to Apply
Application Procedure
The Department provides a forecast of contract opportunities on its website at http://www2.ed.gov/fund/contract/find/forecast.html and posts solicitations on the Contract Opportunities page SAM.gov. Vendors may view a synopsis, download a solicitation, and register to receive notification of modifications to existing notices.
Award Procedure
Applications will be reviewed by a panel of experts. The Department will make awards to those companies that are determined to provide the best value to the government.
Decision Timeline
- Approval: From 90 to 120 days

Funds must be used to carry out activities identified in solicitations for contract awards.
Required Documentation
Applicants must submit proposals that are responsive to the solicitation and demonstrate the capacity to carry out the work.
