FAQ
Who is eligible to apply for this Navy BAA?
Universities, colleges, FFRDCs, nonprofit research institutions, small businesses, and private companies can apply. Individual researchers typically apply through their institutions. Foreign entities may participate as subawardees but the prime recipient must be a U.S. entity.
What types of research are supported?
The program supports basic research, applied research, and advanced technology development in Navy and Marine Corps priority areas including maritime systems, naval engineering, materials science, energy efficiency, autonomous systems, cybersecurity, and human performance factors.
How often can I submit proposals under a BAA?
Most Navy BAAs accept submissions on a rolling basis throughout the fiscal year, with multiple review cycles. Check specific solicitation for exact submission windows and review dates.
What is the typical funding range?
Awards vary widely from $50,000 for small projects to several million dollars for large efforts. Typical awards range from $200,000 to $1,000,000+ depending on project scope and complexity.
What makes a Navy research proposal competitive?
Strong proposals demonstrate clear alignment with stated Navy priorities, technical merit, innovation, feasibility, qualified research team, realistic budget, and potential impact on naval capabilities or understanding.
💡 Tips for applicants
- Review the specific Navy BAA announcement carefully for priority research areas and technical focus areas—alignment with stated priorities is critical for competitiveness.
- Establish relationships with Navy technical points of contact early; they can provide guidance on proposal focus and increase visibility of your work.
- Include a clear technical approach with milestones, go/no-go decision points, and specific deliverables; reviewers need confidence in your execution plan.
- Budget realistically and justify all costs. Federal reviewers scrutinize indirect rates and equipment purchases—show why each cost is necessary.
- Position your team's qualifications prominently; Navy reviewers want to see proven research capacity and relevant prior work in your proposed technical area.
⚠️ Common mistakes
Applications often fail because they lack clear alignment with stated Navy and Marine Corps research priorities or focus on broadly interesting science without addressing naval relevance. Weak proposals frequently underestimate the complexity of Navy-specific requirements (security clearances, facility access, regulatory compliance) and fail to demonstrate understanding of how results will transition to Navy systems or operations.
